Freight classification after the 2025 NMFC changes

Freight class is mainly an LTL rating concept in the United States and cross-border North American trucking. It is not the same as an HS customs code, and density alone does not classify every commodity.

What changed in July 2025

The National Motor Freight Traffic Association made major NMFC changes effective July 19, 2025. The full density scale expanded from 11 to 13 subprovisions, more than 2,000 items moved toward full-scale density classification and many generic headings were consolidated.

Density now drives more classifications, but NMFTA continues to account for unusual handling, stowability or liability characteristics where those concerns apply. Older class charts and saved NMFC item numbers may therefore be wrong for a current shipment.

Calculate handling-unit density

Use the greatest straight-line dimensions of the handling unit as tendered, including its pallet and any projections. Density is the packed weight divided by packed cubic volume.

Example: a 48 × 40 × 45 in pallet occupies 50 ft³. At 450 lb, its density is 9.0 pcf. This density is an input, not a final classification by itself.

Information needed for a current classification

  • Exact commodityIdentify what the goods actually are, their material and use. Avoid generic descriptions such as “merchandise.”
  • PackagingState whether goods are boxed, crated, baled, drummed or otherwise prepared, including the pallet.
  • Weight and dimensionsProvide actual packed measurements for every handling unit so density can be verified.
  • Handling and stowabilityFlag fragility, inability to stack, unusual shape, overhang, hazardous properties or special equipment.
  • Liability characteristicsValue, susceptibility to damage, perishability or theft exposure can matter for certain items.
  • Current NMFC referenceVerify the item number, description, notes and subprovision in the current NMFC source or with the rating carrier.

Freight class is not an HS code

  • NMFC item and freight classUsed primarily for North American LTL description, handling and rating.
  • HS tariff classificationUsed by customs authorities to identify goods and determine duties, taxes and regulatory treatment.

A product may need both, but one cannot be substituted for the other.

Reduce reclassification risk

  1. Measure and weigh the final packed unit, not the unpalletized product.
  2. Use a specific bill-of-lading description that matches the current NMFC entry.
  3. Include the NMFC item, subprovision, class and density when required and confirmed.
  4. Update saved products, TMS records and templates that predate July 19, 2025.
  5. Ask Aeromax or the rating carrier to confirm uncertain items before pickup.
